We employed a PSO-ELM (Chu et al., 2018) based on TOPSIS to evaluate the urban resilience of the Yangtze River Delta urban agglomeration. Once we obtained a comprehensive evaluation value, we entered it into the ELM as a prior sample for training and testing.
